The scheme is designed to improve digital access and confidence for employment, entrepreneurship and the use of public services. It is a training and certification programme; it does not promise a government job, private job, loan or guaranteed income after completion.
What is Mahila Digital Sashaktikaran Yojana?
The Government of Goa describes MDSY as an initiative to empower Goan women with digital skills and confidence. The programme is implemented through empanelled IT Knowledge Centres (ITKCs) and Citizen Service Centres (CSCs) under the Department of Information Technology, Electronics and Communications. Registrations are facilitated by CSC-VLEs registered with Info Tech Corporation of Goa Limited (ITG), a Government of Goa undertaking.
The training can help participants become more comfortable with digital tools, online services and technology used in work or small businesses. The exact course schedule, centre availability and training content should be confirmed with the selected empanelled centre before registration.
Official eligibility
According to the official MDSY portal, an applicant must meet both of the following basic conditions:
- She must have completed 18 years of age.
- She must have been residing in Goa for at least 15 years.
The official portal does not list an upper age limit, a minimum Class 8 qualification or an income ceiling in its public eligibility section. Applicants should therefore avoid unofficial forms that add such conditions without a Government of Goa order. Final verification is carried out by the implementing authority using the submitted information and documents.
Documents required for registration
The official FAQ lists these uploads:
- Recent photograph;
- Aadhaar Card;
- Residence Certificate;
- Highest educational qualification certificate, if available.
The portal notes that additional documents may be requested when necessary. Carry clear copies and the originals for verification at the centre. Make sure your name, date of birth, mobile number and email address are entered correctly because status messages and login information may be sent to the registered contact details.
How and where to apply
- Open the official MDSY portal and read the latest instructions.
- Visit an empanelled IT Knowledge Centre (ITKC) or Citizen Service Centre (CSC) working under the Department of Information Technology, Electronics and Communications.
- Ask the centre to confirm that it is authorised for MDSY registration through ITG.
- Complete the portal registration yourself or with assistance from the institution. The form may ask for name, date of birth, address, email, phone number, Aadhaar number, constituency, nationality and educational qualification.
- Upload the required documents and check every entry before submission.
- Save the acknowledgement, application reference and login credentials sent to your registered email/mobile.
The official portal also provides applicant registration/login and an ePramaan (Aadhaar) login option. Use only the official goa.gov.in portal and do not share an OTP or password with an unauthorised person.
Training, attendance, assessment and certificate
- Fees: Registration and participation are completely free.
- Attendance: Attendance is recorded through a biometric system at the training centre.
- Assessment rule: The official FAQ states that 100% attendance is required to become eligible for assessment.
- Assessment: After successful training and attendance completion, the applicant takes an online multiple-choice question (MCQ) assessment.
- Certificate: A participant who passes the assessment receives a digitally signed certificate generated on the portal.
Free training or a certificate should not be confused with guaranteed placement. Participants may use the learning for further education, employment searches, public services or entrepreneurship, but results depend on skills, opportunities and individual circumstances.
How to check application status
After submission, the application is made available to ITG for verification. Applicants can sign in to the MDSY portal to check status. Approval and other updates may also be sent by SMS or email.
If an institution registered you, use the credentials sent to your email. If you forget the password, use the portal’s “Forgot Password” option and the registered mobile number/email. Each person can register only once with a unique Aadhaar number; duplicate applications using the same Aadhaar may be flagged.
If details are wrong or the application is pending
- Do not submit multiple applications to “fix” the first one.
- Contact the centre that submitted the registration and show your acknowledgement.
- Check whether the uploaded photograph, Aadhaar and residence certificate are readable.
- Confirm that your mobile number and email are active and correctly entered.
- For portal assistance, use the contact details published by ITG on the official page.
Fees, privacy and scam safety
- No registration or participation fee is payable under the scheme.
- Ask for an official receipt if a centre requests payment for any separate service.
- Do not send Aadhaar, OTP, password or bank details through an unknown WhatsApp number.
- Do not believe claims of guaranteed jobs, cash benefits or instant certificates.
